Child Safety Standards & CSAE Prevention Policy

Murmur is committed to maintaining a safe digital environment and protecting children from online abuse and exploitation. We maintain a zero-tolerance policy against Child Sexual Abuse Material (CSAM) and Child Sexual Exploitation and Abuse (CSAE). This document outlines our child safety standards, enforcement mechanisms, reporting channels, and compliance practices in accordance with Google Play Developer Policies and global child protection standards.
1. Zero Tolerance Policy Against CSAE & CSAM
Murmur strictly prohibits any form of Child Sexual Abuse Material (CSAM) or Child Sexual Exploitation and Abuse (CSAE). This includes, but is not limited to:
- Creation, upload, transmission, sharing, or hosting of imagery, audio recordings, voice posts, or text depicting or facilitating child sexual abuse or exploitation.
- Grooming, solicitation, or attempted contact with minors for sexual or exploitative purposes.
- Sexualization of minors or content depicting minors in sexually explicit, suggestive, or abusive contexts.
- Sharing links, metadata, or instructions intended to facilitate access to CSAM/CSAE content.
2. In-App Reporting Mechanisms
Murmur provides robust in-app mechanisms empowering users to report child safety concerns immediately:
- Content Reporting:Users can tap the report icon (flag/more options) on any voice post, comment, or message and select "Child Safety / CSAE Concern" to immediately flag the content for priority review.
- Profile Reporting & Blocking: Users can report and block any account directly from the user profile page. Blocked users cannot contact or view content from the reporting user.
- Priority Triage:Reports submitted under child safety categories bypass general queues and are prioritized for urgent review by our trust & safety team.
3. Content Moderation & Enforcement Actions
Upon receiving a report or detecting potential CSAE/CSAM activity, Murmur takes immediate action:
- Immediate Content Removal: Any content identified or suspected as CSAM or CSAE is immediately removed and quarantined from public view.
- Permanent Account Termination: Offending accounts are permanently banned without prior notice or right of appeal.
- Device & IP Bans: Associated device identifiers and IP addresses are blacklisted to prevent re-registration by the offender.
4. Mandatory Reporting to Authorities & NCMEC
In compliance with regional and national laws, including international child safety frameworks:
- Murmur reports all instances of suspected or confirmed CSAM/CSAE to the National Center for Missing & Exploited Children (NCMEC) CyberTipline and relevant local or national law enforcement authorities.
- We preserve relevant account logs, metadata, and evidence as required by law to assist law enforcement agencies in investigations and prosecutions.
5. Minimum Age & Under-18 Chatting Prohibition
Murmur is not directed to or intended for children under 18 years of age. Users must meet our minimum age requirement as stated in our Children's Privacy Policy and Terms of Service.
Zero-Tolerance Under-18 Chatting Policy: In compliance with child safety policies and Google Play Families guidelines, Murmur strictly prohibits any individual under the age of 18 from chatting, direct messaging, or exchanging audio/text communications with anyone else. Under-age users are completely blocked from social interactions and chatting features. Any accounts identified as belonging to underage individuals are immediately disabled and permanently deleted.
